Abstract
This case study describes how local governments in Florida have come together to create the Florida Benchmarking Consortium (FBC), a performance measurement and benchmarking system that utilizes common services, service definitions, and performance metrics. The adoption of a common approach made it possible to avoid many of the challenges that confront local governments when they create their own unique stand-alone performance measurement and benchmarking systems, but the FBC nonetheless has had to overcome four major challenges pertaining to (1) membership, (2) service metrics vs. community metrics, (3) developing a balanced set of performance metrics, and (4) the actual utilization of performance measurement data for benchmarking purposes.
