Lessons (Not) Learned: A New Look at Bureaucratic Politics and U.S. Foreign Policy-Making in the Post-Soviet Space

Abstract

The officials who make and implement U.S. foreign policy, whether political appointees or career employees subject to frequent reassignment, have a short time horizon that gives little value to foreign policy learning. Incentives for more productive exchanges between practitioners and scholars in academic centers and think tanks would benefit both.
