Abstract
Bureaucratic ineptitude, political controls, and economic contraints inhibited the development of Soviet computer technology. Russia today has the ability to close the computer gap with the West—it is already home to the world's best hackers—but it will not become a global information leader if it persists in trying to control access to the Internet.
