The Interplay of Liberalizing Concessions and Authoritarian Corrections

Abstract

The 2012 political reform in Russia involved both liberalizing concessions to the public in implementing new party registration rules and an effort to make the existing authoritarian system more efficient and viable through a limited restoration of gubernatorial elections. The choices made by the authorities depended on the perceived immediacy of threats posed by the reform.
