Abstract

From NATO's war with Yugoslavia to the reignition of Russia's war in Chechnya, 1999 was a watershed year in post-Cold War politics. At the end of that year, Vladimir Putin, Boris Yeltsin's heir apparent, virtually identified his prospective presidency with the reassertion of Russian pride and power.
