Abstract
The program of the Communist Party of the Soviet Union adopted by the 22nd Congress contains a clear and expressive description of socialist justice: "Justice in the USSR is administered in complete accordance with law. It is built on truly democratic foundations: judges and lay judges are elected to office, are accountable and are subject to recall; court cases are public; public prosecutors and defenders may participate in actions; and courts, agencies of preliminary investigation and police investigation are required to adhere strictly to law and all the rules of procedure. The democratic foundations of justice will be developed and improved." (1)
