The Production-Territorial Principle in the Organization and Functioning of the Administrative Apparatus

Abstract

The vast scope of socio-economic and cultural development, social progress in all spheres of life, and the rise in the activity of the masses make it more essential that administration be scientifically organized. Proper guidance to the development of the economy and culture and the organization of purposeful activity on the part of the working people in the sphere of the production of material and spiritual values require a scientific basis. In this connection, the Communist Party ascribes particular significance to the administrative apparatus and to improvement of the forms of guidance to the economy. The December (1963) Plenum of the CPSU Central Committee, which was devoted to accelerated development of the chemical industry, forcefully emphasized the significance of scientific and technological leadership in carrying out the most important tasks of economic development. Flexible and competent solution of problems on the basis of scientific, engineering and technological considerations, resting upon the experience and initiative of the personnel of our economy, must now constitute, in the fullest degree, the essence of administration.
