Abstract
Under the conditions of the state of the entire people, we are witnessing an all-round improvement in the functioning of the state administrative machinery. The skill with which its organizing function is performed will largely determine the degree of success that will be attained in reaching the goals for the next decade set in the CPSU Program. The reorganization, on the party's initiative, of the system of central and local administrative agencies is making for an unmistakable rise in the economic component of the executive and administrative work of the state of the entire people. The principle of democratic volunteer activity in the organization and functioning of the government machinery is being advanced consistently. The techniques of Soviet administration are also being improved. As a consequence, considerable interest attaches to the problem of the interrelationship between collegial and one-man management techniques in the functioning of the administrative machinery. Certain aspects of this problem will be considered in this article.
