Abstract
In 1963 the activity of the local agencies of state authority was characterized by the further advance of democratic principles. Guiding themselves by the decisions of the 22nd Congress of the CPSU, and implementing the stipulations of the Party Program, the local soviets have manifested more complete adherence to the principles of socialist democracy in their functioning. The soviets met regularly and heard reports from their executive committees. Their standing committees have become considerably more active.
