Abstract
The Plenary Session of the Central Committee of the CPSU held in November 1964 was an important event in the life of the party and the country. Held in an atmosphere of complete consensus of opinion, it dealt with problems of vast significance for further increasing the capacity of party organizations to act and the leading role of the party in the building of communism.
