Abstract
The decisions of the September (1965) Plenary Meeting of the CPSU Central Committee and the Sixth Session of the USSR Supreme Soviet have significantly changed the relationship between the administrative and economic methods of guidance to industry, have further enhanced the role of the economic contract as a planning instrument and a device for effectuating the plan, and have enlarged the operational independence of enterprises and organizations.
