Abstract
The CPSU Program states that during the period of the building of communism, there is major significance in the further reinforcement of socialist law and order, the improvement of legal norms, and the development and improvement of the democratic foundations of justice. This stipulation of the program is a matter of primary concern not only to legal scholars and practical personnel of the agencies of justice, but also to broad strata of the Soviet public. Evidence of this is offered by the fact that newspapers and magazines regularly publish notes and articles containing specific recommendations aimed at strengthening socialist legality, as well as proposals to improve Soviet legislation.
