Abstract
The Central Committee of the CPSU, the Presidium of the USSR Supreme Soviet, and the USSR Council of Ministers have considered the question of measures to intensify the struggle against violators of public order. The decisions adopted broadly reflect the wishes and demands of the working people, civic organizations and state agencies with respect to the need for decisive action to uproot hooliganism and other antisocial phenomena.
