Abstract
The 23rd Congress of the CPSU outlined an extensive program for further improvement of the organization and functioning of the local soviets — the representative agencies of the Soviet people, the foundation of the entire machinery of government. The Congress placed the following tasks in the foreground: to raise still higher the importance of sessions of the local soviets; to activate the work of the standing committees; to assure regular reports by deputies to their voters; and to introduce the practice of reports by executive committees at the sessions of the corresponding local soviets.
