On the Establishment of Standing Committees of the Council of the Union and the Council of Nationalities

Comrade deputies!

The Communist Party is undeviatingly pursuing a policy of strengthening the Soviet state and of achieving the consistent development of socialist democracy in our country. This policy is determined by the fact that solution of the complex tasks of building communism can be successful only on the basis of a steady increase in the labor and political activity of our entire people and the involvement of ever broader masses in managing the affairs of society and the state.
