Abstract
Today, acceleration of the rates of scientific and technological progress is largely dependent upon the efficiency and efficacy of the system for disseminating, assimilating, and utilizing the results of research, particularly scientific discoveries. The publicizing of such advances and the wide dissemination of information about them make for the development of scientific creativity and promote the utilization of discoveries in the shortest possible time.
