The Training of Legal Personnel Needs to be Improved

Abstract

The discussion in the pages of our journal concerning questions of the training of lawyers in higher educational institutions has attracted the attention of our readers. Many comments have been received by the editorial office, some of which have been published (1970, nos. 2, 5, 6, 7). The editors, jointly with the Personnel Administration of the USSR Procuracy, have carefully studied every proposal and criticism, and have requested A. S. Pankratov, Deputy Procurator-General of the USSR, to offer his opinion on the most pressing problems in the training of lawyers. In publishing Pankratov's article, the editors hope that the USSR Ministry of Higher and Specialized Secondary Education will examine the proposals offered and take steps to eliminate the shortcomings in legal training. The journal will continue to deal broadly with the problems of training lawyers in higher educational institutions.
