Abstract
A most important section of the unified economic plan for development of the USSR consists of plans for distributing and redistributing the labor supply among the various branches of the economy and the geographic areas of the country. These plans include: organized recruitment of workers; resettlement of inhabitants for work in collective and state farms; job placement for youths graduating from schools of general education and for youths who have not had a secondary education; training and distributing of state labor reserves through trade and technical schools and of people with secondary specialized and higher education; plans for hiring through conclusion of labor contracts; and other plans whose fulfillment makes it possible to satisfy the needs of the economy for labor supplies.
