Abstract
Having invariably guided itself by the Marxist premise that the masses of the people play the decisive role in history, the CPSU has, at all stages in its activity, conducted, and is now conducting, multifaceted activity, day in and day out, aimed at further strengthening and deepening connections with the broad masses of working people, at raising their consciousness, level of organization, and civic activity. As it develops and perfects the democratic foundations of Soviet society, the Party persistently and consistently brings to life Lenin's behest that "the entire working population be drawn into independently participating in state administration through a number of measures gradually and cautiously selected but unswervingly pursued."
