New Forms of Material Incentives for the Work of Scientists and Scholars

Abstract

In recent years the CPSU Central Committee and the Soviet government have adopted a number of decrees directed at raising the efficiency of science, particularly at improving the procedure for planning research expenditures and at widening the rights of heads of research institutions. (1) The decrees outline effective measures to improve organization, planning, financing, and incentives with respect to scientific research. Principles for raising the interest of scientific institutions in increasing the effectiveness of their work were indicated and a new system of economic stimuli and material incentives for the creation, development, and utilization of new technology was introduced.
