Abstract
This problem was the subject of a round table in June 1974 organized by the editors of this journal and the Center for the Study of Population Problems, of the Economics Department of Moscow State University. Representatives from the University, the USSR Academy of Sciences' Institute of State and Law, the USSR Soviet Legislation Research Institute (VNIISZ), the USSR Institute for the Study of the Causes and Prevention of Crime, the USSR Central Statistical Administration's Research Institute, the Labor Research Institute, the Lenin Military-Political Academy, the USSR Correspondence College of Law (VIuZI), the "Iuridicheskaia literatura" [Legal Literature] Press, and other scholarly institutions took part in the discussion.
