Abstract
The Presidium of the USSR Supreme Soviet decrees:
1. To establish that illegal purchase, sale, exchange, or utilization of small amounts of foreign exchange, documents of payment in foreign exchange or bank payment documents in rubles acquired for foreign exchange with the right of reconversion into such exchange, when engaged in as a means of payment, shall be subject to a fine of up to fifty rubles plus confiscation of the foreign exchange and documents of payment.
