Abstract
1. The general press, as well as the economic and legal literature, contain many instances of violation of the discipline provided by economic contracts or labor legislation, and cases of bureaucratic behavior and red tape on the part of officials in government in satisfying the legitimate interests of citizens and organizations. Much is written about the failure of enterprises in the field of consumer services to carry out obligations they have undertaken.
