Abstract
The need to analyze the problem of recourse by government bodies to public opinion (1) for advice and support is dictated by the requirements of further expanding and deepening the democratic process under the conditions of developed socialism. Such recourse might be termed public-law appeal [gosudarstvenno-pravovaia apelliatsiia]. Study of associated problems is of considerable theoretical and practical importance under present-day conditions. It makes it possible to obtain new research information. The value of such information to theory lies in the fact that it is an indicator of deeper knowledge of one aspect of the operation of the mechanism of popular sovereignty. And its practical value lies in the fact that the information obtained can be utilized in the process of drafting a number of pieces of legislation (for example, the Regulations of the USSR Supreme Soviet, the rights of work forces of places of employment, and others [2]), and in organizing broad preliminary discussion thereof.
