Abstract
The fact that the right to housing has now been elevated to the level of constitutional law is a noteworthy achievement of the Soviet system. In connection with this, improvement of housing legislation acquires special significance. I, a legal theorist, have had my interest drawn to the legal conditions for exchange of dwelling space, as presented by a concrete instance.
