Abstract
The USSR Constitution establishes the right to housing as one of the basic rights of Soviet citizens. The Principles of Civil Legislation and the civil codes of the union republics define the bases for use of housing in buildings belonging to local soviets and government departments, the rights and duties of parties under a housing rental contract; cases in which the contract may be changed and citizens may be evicted from their dwellings are provided for. The guiding explanations of the Plenum of the USSR Supreme Court and the plenums of the supreme courts of the union republics with respect to housing matters play an important role in correct and uniform application of the law.
