Abstract
In his report to the Plenum of the CPSU Central Committee about the USSR Constitution, May 24, 1977, L. I. Brezhnev, General Secretary of the Central Committee and Chairman of the Constitutional Commission, said that after the adoption of the new Constitution much would have to be done in the sphere of legislation and that USSR-wide election laws, specifically, would have to be written on the basis of the Constitution.
