What is Interfering with Soviet-American Cooperation in Science and Technology?

Abstract

In 1972 the United States recognized the principle of peaceful coexistence as the only acceptable basis for Soviet-American relations. This realistic step by the American side was the prerequisite for development of extensive cooperation by the two countries in so important an area as science and technology. The ties between the USSR and the USA in the realm of science and technology are built on the basis of agreements between these states and their governments, the obligations under which are rendered concrete in interagency agreements under international law. Working agreements and protocols play a large auxiliary role in implementing them. The agreements concluded between the USSR State Committee on Science and Technology with American firms, aimed at industrial utilization of the achievements of science and technology, deserve special mention.
