Abstract
In pursuit of the policy of the Party and the state to strengthen the role of the Soviets, including the local organs of authority, in the life of our country, the new fundamental law of the USSR contains a number of provisions that substantially widen the functions and authority of the Soviets of people's deputies, thus opening new possibilities for comprehensive solution of socioeconomic problems in the development of Soviet society under contemporary conditions. As we know, the local Soviets already possess a solid base in law pertaining to the most diverse aspects of their activity, including the required property and budgetary rights. (1) The principle, defined by laws on budgeting rights, according to which the supreme soviet of a union republic shall, when adopting that republic's budget, specify therein the budgets of autonomous republics and local budgets in the form of total income and total expenditure for each autonomous republic, territory, region, city, and district (Article 20 of the Law on Budgetary Rights of the USSR and the Union Republics) is of major importance for enlargement of the financial base of the functioning of local Soviets. This makes it possible for local soviets independently to define the allocation of funds for financing economic and sociocultural development.
