Abstract
The formulation of the foundations of the social and governmental life of mature socialism in a constitution has been brought to completion. This has created a more solid foundation for the entire system of legislation of the Soviet state of the entire people. In describing the new Constitution of the USSR, L. I. Brezhnev stated that "every article, every provision in it must enter to the full in the living practice of the activity, everywhere and every day, of all organs of government, all officials, all Soviet citizens. We did not write the Constitution as a stage set." (1)
