Abstract
Strengthening the legal foundation of state and social activities is central to the policy of the Communist Party in the area of improving legislation. This principle was written into the USSR Constitution of 1977, which is the basis for the drafting and adoption of documents having the force of law. In his closing words at the Extraordinary Seventh Session of the Ninth Supreme Soviet of the USSR, L. I. Brezhnev said, "The entry of the Constitution into force…presumes the drafting of a number of new pieces of legislation, whose adoption is either directly stipulated in the Constitution or follows from it…. The adoption of the Constitution renders necessary the introduction of a number of changes and additions to prevailing legislation."
