Abstract
The plans of NATO countries to sell arms and military technology to China and to facilitate its armament in general are inducing growing alarm on the part of the world public for the fate of the world and international security. "One can hardly class military deliveries with ordinary trade," L. I. Brezhnev has observed. "It is quite obvious that this is a political matter. Arms deliveries cannot be considered without giving thought to the purpose for which these arms are acquired. But the goals of Peking are well known, and it does not conceal them: to stop detente, interfere with disarmament efforts, and push the world toward a new war." (1) The aggressive adventure undertaken by China against the Socialist Republic of Vietnam has given this problem special urgency. The invasion of Vietnam demonstrated the criminal readiness with which Peking employs armed force.
