Abstract
By the provisions of Article 21 of the USSR Constitution, the Soviet state concerns itself with improving labor conditions and occupational safety and health, the organization of work in a scientific manner, and the reduction and subsequent displacement of heavy physical labor by comprehensive mechanizations and automation of production processes in all branches of the economy.
