Abstract
The attitude of personnel of agencies of city administration toward the public (the population of the city) is a significant feature of such persons. The receptivity of the apparatus to public opinion regarding the functions of administration and the methods by which they are carried out, the degree to which results accord with goals, the notions of personnel of local soviet agencies on the sphere and functions of the public's participation in their work, the evaluation by these civil servants of the opportunities for and real contribution of the public to this work: these are questions of great interest and deserve close analysis. This is important for the study of both the human factor in the system of urban administration and the public's role in it. Here we shall confine ourselves to consideration of only the former problem.
