Abstract
Planning is the main instrument for realizing the economic policy of the socialist state. Planning forms the central link in the administrative system of the country's economy. Therefore, our success in economic and social development depends to a decisive degree on the quality of our plans. And the converse is also true. The difficulties we have are rooted largely in the defects in our planning activity. Hence, each serious new work on questions of perfecting planning is of vital interest - all the more so because in recent years one can literally count on one's fingers the significant studies devoted specifically to this most pressing topic.
