Abstract
The development of physical culture and sports in our country today is determined by the tasks posed in the decisions of the Twenty-sixth Party Congress and the 11 September 1981 decree of the CPSU Central Committee and USSR Council of Ministers "On the Further Development of the Mass Character of Physical Culture and Sports."1 Investigation of organizational and administrative problems of mass physical education, aimed at securing the involvement of the general public in the Soviet physical cultural movement, is therefore an urgent task of juridical science.
