Improving the Organization of Production and Labor Discipline in the Countryside

Abstract

The XXVI Congress of the CPSU identified the nation's agro-industrial complex as an independent object of planning, management, and balanced development. The November (1982) Plenum of the CPSU Central Committee called upon workers in the agro-industrial complex to multiply their efforts and to work in such a way that the vast resources allocated to implement the USSR Food Program would yield an immediate return today and an even larger return tomorrow. On 18 April 1983, Iu. V. Andropov once again pointed out the need to accelerate the rate at which agriculture is being developed and the Food Program is being implemented. "We must give the people who are working in the countryside," he said, "more of a feeling that they are the masters of the land. To this end, we must make extensive use of [various] ways of working with people, organizing production, and stimulating labor that have proven to be effective in recent years; we must develop and strengthen cost accounting in every way."1
