Abstract
Until now we have viewed the basic parameters of the structure and functioning of the system as a single whole. Within the framework of this system are many processes that constitute the content of its activity. The decision-making process is one of the central processes in the state administrative system. Interacting with the entire sociopolitical system within the framework of which it operates, this process incorporates sociopolitical, economic, legal, ideological, and many other aspects of society's functioning. Since these factors affect the state decision-making mechanism, the investigation of this mechanism requires study of all views pertaining both to structure and functions and to their interaction with the environment. Such an investigation of the decision-making process is possible only at the level of models, i.e., systems analysis is required.
