Abstract
In the effort of Soviet executive agencies to implement the demands of the November (1982) and June (1983) Plenums of the CPSU Central Committee and the recommendations contained in Iu. V. Andropov's speeches at these plenums, a special place is assigned to improving the work of institutions, organizations, and services that are directly in charge of various sectors of the economy, culture, and everyday services. The leadership and specialists of these agencies must today draw upon their solid organizational experience in order to increase the effectiveness and improve the quality of the work entrusted to them and must make greater demands regarding the observance of state interests, labor discipline, and executive discipline.
