Formal and Informal Groups in the State Management Apparatus

Abstract

The essence of the problem and basic concepts. It is hardly necessary to prove the importance of taking human, subjective factors into account when studying mechanisms and processes involved in the regulation of social relations. In legal science, this means the need to consider the fact that behind such analytical categories and objects as legal norms and institutions, legal persons, subjects, and objects of legal relations, economic mechanisms, state bodies, legislative activity, the administration of the law, and so forth, there ultimately stand people with their own world view, interests, needs, value orientations, character traits, etc. The above also applies in full measure to state management theory, which is still in its formative stage. Although it has quite justifiably declared itself to be a discipline (a primarily sociological discipline), it has as yet, for the most part, laid claim only to the elaboration of problems associated with organs of management (including the analysis of them in groups) from the corresponding point of view and to analysis of the behavior of people in the management process from the standpoint of social psychology.1
