Abstract
The Eleventh World Congress of the International Political Science Association, which took place in Moscow in August 1979, became a notable event in international scientific life and in the development of political research in our country. In his greeting to its participants, Comrade L. I. Brezhnev wrote:
The role of science in the historical fate of mankind and its responsibility for the future are great. This applies to both the natural and technical sciences and to the social sciences. But perhaps a special responsibility falls to the lot of the area of scientific knowledge that investigates political problems and structures and their role in social development and international politics and in relationships among states in the world arena.1
