Abstract

In the Report of the CPSU Central Committee to the 26th Party Congress, it was emphasized that "Life demands the fruitful cooperation of all states on behalf of a peaceful and constructive solution of the problems facing each nation and all of mankind."1 The law of all the countries in the international arena is called upon to play an important role in the process of achieving international cooperation.
