This article is a one in a series on various aspects of the human factor in administration. The April 1985 Plenum of the CPSU Central Committee linked the prospects for stimulating the economy and bringing about an "essential acceleration of socioeconomic progress" to the possibility of "activating the human factor," regarded as the most important social reserve of growth.
