Abstract
The role of the state and the political system under socialism is exceptionally great. The condition of the economy and culture and the betterment of the people's well-being depend on them to an enormous degree. All social wealth and material and nonmaterial values are the product of the creative labor of all the people. But the success and effectiveness of this labor are to the maximum degree determined by its social organization, by the level of management of various aspects of social life. Therefore, society and all its members are keenly interested in the effective work of the state apparatus and the mechanism for governing the nation.
