State Discipline and Socialist Legal Order (Excerpts)

Abstract

As noted at the April 1985 Plenum of the CPSU Central Committee, it is impossible to achieve success in any sphere or sector of social life without proper order and discipline. At the machine tool and in the field, in the laboratory and at the school desk, in the street and at home, everywhere that man lives, works, and rubs shoulders with other people, the observance of discipline is a necessary condition of his activity. Execution of the legal norms and rules of socialist society by every person and observance of the principles of Communist morality and established social norms help people to coordinate their actions, to make rational use of resources, and to pose and effectively resolve major social problems. It can be said without exaggeration that the observance of discipline is the simplest and most accessible means of conserving time and effort in any endeavor.
