Abstract
The CPSU Central Committee has recognized the need for "restructuring the work of courts, the procuracy, the police, and other law-enforcement agencies so that they would reliably protect the interests of the state and the rights of citizens, combat infractions of the law and criminality still more effectively, maintain close ties with the working people, and truly exemplify the observance of legality."1
