Abstract

There is no need to argue that the rate, dynamics, and character of our progress on the road of perestroika will, to a considerable degree, depend on the international situation in which we have to operate. It is equally obvious that the formation of a favorable external environment depends to a considerable degree on the activism, innovativeness, persistence, and firmness of Soviet foreign policy during the perestroika period.
