Abstract
At its December 1990 plenum, the CPSU Central Committee heard a report by a commission of the Twenty-eighth CPSU Congress "On Privileges in Party Organs," which was presented by commission chairman Iu. A. Peskov, the general director of the Rostsel'mash production association. This report provoked a lively discussion. Those who took the floor spoke about the necessity of shielding ourselves from the deformations of the past and about the unacceptability of instances of personal extravagance and the enjoyment of undeserved privileges. The plenum affirmed that Party committees are obligated to wage an uncompromising struggle against any kind of deviation from the norms of Party ethics.
