Abstract
In its analysis of the state of law and order in Russia for the first three quarters of this year and its forecast for the fourth, the Ministry of Internal Affairs asserts that organized criminal groupings are defining the operational situation. About 4,300 such groups have been identified, comprising 40,000 people—an entire army and, moreover, a multiethnic one: 600 groups are constituted on an ethnic basis. They account for most serious crimes, 420,000 during an eight-month period.
