The Unknown War Against Corruption

Abstract

Take a look at the pie chart [in Figure 1]. This "circle of evil" is broken down by sectors that might be called "sectors of punishment." It would seem that the struggle against corruption is, in fact, proceeding vigorously and uncompromisingly. Almost half of those who have been "called to account" are officials in the administrative apparatus, and more than one-fourth are servants of the law; there are also deputies, as well as people working in oversight and financial organs. But read the phrase at the end—"committed for trial." There is something juridically awry here: what does "called to account" mean, if they are not tried and convicted? This diagram and its heading unintentionally betray the true state of affairs in the battle against crime: words, words, threats, and programs, but no practical results whatsoever.
